ABSTRACT

This chapter focuses on three key groupings: European Neighbourhood Policy (ENP) countries' governments, public opinion and civil society in ENP countries, and the European Union (EU), namely the European Commission, the European External Action Service, EU Member States and the European Parliament. It outlines the main views of ENP countries' governments vis-a-vis the ENP. The chapter focuses on the opinions of ENP countries' citizens and civil society actors. It deals with the EU actors' attitudes towards the ENP. The chapter also outlines the perceptions of the ENP among different stakeholders, as well as of the EU's values and norms promotion. Citizens' impressions of the policy, EU values and norms promotion, as reflected in public opinion polls in ENP countries and academic literature, paint a varied picture. Overall, the public opinion in the eastern and southern neighbourhood appears to have limited knowledge of the ENP as a policy.
