ABSTRACT

London, for public health and general local administration, is divided into 27 boroughs and two cities which, in most respects, have separate administration, and in which the local taxation varies within wide limits. The two cities are Westminster and the City of London, which in most respects have the same relationship to the central governing body as the 27 boroughs. The Borough Councils and the two Cities carry on the ordinary scavenging, sanitary, and other work of a local authority, including child welfare centres and health visitors, tuberculosis dispensaries, and the investigation and control of acute infectious diseases, except their institutional treatment. Under the Local Government Act, the London County Council (LCC) becomes the sole hospital provider for the metropolis. The London Insurance Committee is concerned with an important branch of medical administration, that of the relation between the insured and "panel" or insurance doctors who treat sick persons insured under the National Insurance Acts.
