ABSTRACT

The system of national sickness insurance is practically identical in England and in Scotland. The Scottish Insurance Commission were formerly the central body responsible for the administration of national health insurance in Scotland. The medical service sub-committee deals only with complaints submitted to it, and its members have no power of inspection, either as regards certification or treatment. Under the medical benefit regulations, each insurance committee has the right, subject to approval by the central department, to fix a maximum lower than 2,500 permanent assistant. The local medical committee is constituted by the doctors in the area, not merely insurance practitioners. The pharmaceutical committee is elected by the insurance pharmacists of the area. "Rush" practice continues in insurance work, and In view of the fact that the insurance doctor's payment is on a capitation basis, there is no strong inducement for him to prevent resort to hospitals.
