ABSTRACT
On 16 February 1943 Air Commodore J. E. Hewitt, the former Director of Allied Air Intelligence, arrived in Port Moresby to command No. 9 Operational Group, with responsibility for all RAAF operations in Papua and New Guinea. He arrived to find discipline, especially among his officers, at a disturbingly low level and morale little better.
