At the conclusion of the Washington talks on Alpha it had been agreed that the first approach should be made to Gamal Abd alNasir by British Foreign Secretary Sir Anthony Eden on his way through Cairo en route to the Far East. It would be left to Eden's discretion 'to determine how fully he would develop the subject. If Nasser's reaction warrant[ed], he could give him a general idea of US-UK thinking, but not reveal the existence of a plan' .1
