ABSTRACT

In this chapter, the author, Arthur Newsholme, recollects and reflects upon his experiences in public health. In taking part in the forward movement for Maternal and Child Welfare the author prepared in the earlier years of his work at the Local Government Board four special reports. There has been a widespread awakening to the national importance of child mortality, and a concentration on efforts to diminish it such as has never previously occurred. The first two reports were give a bird's-eye view of the incidence of mortality during childhood in the different areas of sanitary administration of England and Wales, and to determine in which of these areas administrative control over the causes of infant mortality was urgently needed. The third report deals with the results of an investigation of infant mortality in Burnley, Colne, and Nelson. The fourth and fifth reports review the range of maternal and child mortality from the points of view of investigation and of administration.
