ABSTRACT

The Mandatory Instruments for Lebanon, Syria and Iraq were roughly identical. The Mandatory shall make to the Council of the League of Nations an annual report to the satisfaction of the Council as to the measures taken during the year to carry out the provisions of the mandate. The character of the mandate differs according to the stage of the development of the people, the geographical situation of the territory and its economic conditions. For the Arabs the Palestine Mandate was merely allied manipulation of allied 'principles' in defiance of British promises. For the Zionists, the Palestine Mandate was an internationally recognized instrument which invalidated any previous conflicting undertakings. Moreover the instrument safeguarded Arab civil and religious rights. In any case, Britain stated, Arab rights in Palestine were safe guarded by the terms of the Balfour Declaration which were written into the Palestine Mandatory Instrument. The Zionists asserted that they wished to live in peace and friendship with the Arabs.
