ABSTRACT

Introduction The structure of central government, the concept of ministerial responsibility and the composition of the House of Commons are considered in Chapters 9, 10 and 13 respectively. It will be recalled that the Commons comprises Her Majesty’s Government, which is drawn from the political party winning the largest number of seats at a general election, government backbenchers, Her Majesty’s Loyal Opposition, comprising the Leader of the Opposition and Opposition spokesmen, who comprise the shadow Cabinet, and Opposition backbenchers, and Members of other minority political parties.
