ABSTRACT

This chapter discusses on who first implemented the programmed learning model in Switzerland, specifically in the Canton of Zurich as well as the arguments they gave to support it. One cannot say conclusively whether or not the implementation of programmed learning in the Canton of Zurich might be considered characteristic of how schools in general deal with innovation and reform. More than a single case study would be required for that. With a view to the question of the national and the international in schooling, however, one can say a number of things: first, that an international conference on programmed learning was the impetus behind the activities that began to take place in Zurich, yet quickly thereafter Swiss sovereignty and individuality, which is to say the sovereignty and individuality of the Swiss schools, came to the fore.
