ABSTRACT

The internationalization of higher education has a long history. Teaching and studying abroad was common as early as the Ancient Greek period (Chen 2007). With the unceasing advancement of economic globalization and world integration, internationalization has become an important trend in current higher education development. Some modern scholars even believe international cooperation or international cultural exchange to be the fourth function of the university (Chen 1998; Ji 2007). There are still different opinions in academia surrounding the basic ques-

tion: “What is internationalization of higher education?” For example, in The Dictionary of Education, internationalization of higher education is defined as

a development trend of higher education in each country with global concentration on the basis of domestic concentration. Major performance: one is strengthening foreign language teaching by adding a large number of courses, majors, and departments about international issues to train professional personnel engaging in the study on international affairs and international issues; another one is carrying out extensive international personnel exchange; the third one is carrying out multinational cooperation on education and scholarism.
