ABSTRACT

One of the ongoing challenges of serving as a policy analyst, planner, or public administrator is the need to explain complex phenomena to people who have little training in them and/or little time to devote to the explanation. This difficulty not only pertains to the goal of presenting information to “the person on the street,” but also to the need to present the results of analyses to decision makers such as members of the city council. It can be a particularly difficult task for those engaged in the formation of environmental policy, where both the science and the structure of trade-offs can be complex.
