ABSTRACT

Among the most crucial tasks in the phase of developed socialism are the transformation of the social structure and the management of the process of establishing social homogeneity. At the territorial level, naturally enough, these planning and administrative tasks are formulated with due regard, first, for the social functions of the territorial communities (and specifically to guarantee optimum conditions for the sociodemographic reproduction of the entire population) and, second, for the specific conditions of the particular area and city.
