ABSTRACT

A major reason the experiment with government corporations has been tried again and again is the apparent proficiency of such agencies to produce tangible results. Government corporations have developed structures that one can see, feel, and use; improved public and private services that were rundown, poorly managed, and nearly bankrupt; and helped to transform the physical, economic, and social infrastructure of many communities. To a great extent, these observable and measurable outcomes have sustained the contention that the performance of government corporations has generally met their promise.
