ABSTRACT
The discussion in chapter 9 focused largely on citizen activity and the influence of unofficial policymakers such as private groups and influential individuals and businesses (including the media) in local politics. This chapter centers on the working environment and activities of the official policymakers and policymaking institutions. We look at the structural environment in which municipal officials function and at the role and activities of city councils, mayors, city managers, and local administrators.
