ABSTRACT

This chapter explores the soft power of non-governmental organizations (NGOs) with particular reference to Japanese NGOs. In order to place NGOs within the framework of the soft power argument, one need to clarify the definition of soft power as it applies to non-state actors. People see a good part of American soft power arising out of this meta-soft power. The movements of civil society beyond national boundaries are often initiated and led by policy-influencing NGOs or civil society organizations (CSOs) that have a mission to deal with global issues that challenge humanity. The Japan Platform is governed by individuals representing NGOs, Ministry of Foreign Affairs (MOFA), some leading corporations, foundations, and the media. The Japan Platform is often called upon by a subcommittee on international NGOs within the ruling Liberal Democratic Party to discuss issues relating to emergency relief and humanitarian assistance.
