ABSTRACT

In a speech several years ago at an Urban Affairs Association (UAA) confer­ ence in New Orleans, Michael Stegman (a former Assistant Secretary for Research at HUD under the Clinton administration) stated that there were 37,000 vacant, abandoned, dilapidated housing units in New Orleans alone. He then asked, “What federal policies contributed to this?” and called for ideas on how to redirect HUD funds to help “do something” with these homes and their counterparts in other American cities.
