ABSTRACT

Local policy decisions are critical to the sustainability of our living environ­ ments. In an era of intergovernmental devolution and funding cutbacks, decision makers in many central and suburban cities work to improve the local economy and the quality of life for their residents, often through hous­ ing and economic development programs. The policymakers in central cit­ ies, however, are confronted with significantly different housing and economic issues compared to their suburban counterparts.
