ABSTRACT

This collection of detailed studies of one of North America’s major chal­ lenges-suburban sprawl in combination with central city decline-is de­ signed to set forth strategies and policies that effectively address several issues. Can sprawl be contained? What combination of incentives and disin­ centives, policies and regulations can achieve this goal? And if sprawl can be contained, will the result also be the revival of central cities? How can poli­ cies designed to contain sprawl also result in central city revitalization? There are no easy answers.
