ABSTRACT
This collection of detailed studies of one of North America’s major chal lenges-suburban sprawl in combination with central city decline-is de signed to set forth strategies and policies that effectively address several issues. Can sprawl be contained? What combination of incentives and disin centives, policies and regulations can achieve this goal? And if sprawl can be contained, will the result also be the revival of central cities? How can poli cies designed to contain sprawl also result in central city revitalization? There are no easy answers.
