ABSTRACT

This chapter discusses best policies for the achievement of full employment, as well as obstacles on the road to full employment. It addresses the features of a Full Employment Act, how would a person out of work get a new job under the act. The obstacles of stimulus spending to ensure full employment and once it is obtained, can it be made permanent and the major criticisms of efforts to use government to guarantee full employment. Progressive economists have discussed a possible Full Employment Act. The Act would guarantee a job to every qualified worker who is unemployed through no fault of their own in a recession. It would rely especially on jobs in four key sectors: health, education, energy, and infrastructure. Some Progressives doubt the ability of financial regulations to prevent financial crisis. In addition to the democratic control through federal, state, and local governments, democratization may also be accomplished by cooperative enterprises.
