ABSTRACT

Foreign policy generally refers to how the governments of states act in relation to other states. It can also refer to what governments do in relation to international organizations, multinational corporations, political and military organizations that are not state actors, and sometimes even prominent individuals. In Israel's case, Jerusalem has diplomatic and other kinds of relations with many governments, with the United Nations, with several large corporations that do business in and with Israel, with both the Palestine Liberation Organization and the American Zionist Federation, and publicly and privately with individuals such as the late British businessman Robert Maxwell, Saudi financier Adnan Khashoggi, and even the pope. In this sense, Israel is like any other country.
