ABSTRACT

The following section briefly reviews the evolution of the rivalry between the two Koreas. The chapter traces North Korea's changes under Kim Jong Il. It analyzes North Korea's nuclear issues, and examines inter-Korean economic cooperation. Pyongyang's current South Korea policy is discussed. It introduces some recommendations for developing a mature inter-Korean relationship and building stable peace in the region. Peace comes in many forms. Sometimes it is stable and at other times it is not. The lessons learned from the Cold War days are that peace by deterrence is useful in maintaining the status quo, but it alone does not create the stable and permanent peace that the peoples of the region have long wanted to achieve. Neither was this strategy able to pull the two Koreas together. The Northeast Asian peoples are worthy of a secure and enduring safety net, such as the European Union and North America now enjoy.
