The dirty work may be delegated to subordinates who are less visible and thus able to work in an underhanded way without being detected. While denying any White House involvement in the Watergate affair, the president attempted to use the CIA to circumvent an investigation by the FBI that was initiated by the federal judiciary. The Watergate affair was characterized by a gradual development and a slow beginning. Newspaper reports in June 1972 indicated that burglars had been caught breaking into the democratic party headquarters located in the Watergate apartment-office complex in Washington, DC. While the Constitution was deliberately silent on the specific offenses that constitute high crimes and misdemeanors, it is clear that the abuse of power and obstruction of justice would be included.
