ABSTRACT

This chapter examines flaws in the key aspects of military personnel policy and recommends an integrated program of reforms to fix them. It takes the point of view that getting the military personnel system right should be a key goal of executive organization and management in the United States. The chapter offers a reassessment of military pay and personnel policies in light of the future that the military faces. It identifies a range of interconnected problems and recommends specific improvements. It then outlines specific problems in seven areas and recommends solutions for them. The chapter ends with a brief wrap-up and some suggestions for overcoming the hurdles that stand in the way of change. A collaborative process similar to the one that cemented reforms and resulted in the Goldwater-Nichols Act of 1986 would help to develop a base of support among the stakeholders and push through changes in laws and regulations.
