ABSTRACT
Ukraine faced a number of difficult choices in December 1991 when it became independent from the former USSR. Ukraine had to undertake four transitions after the disintegration of the former USSR. 1 These include:
1. Moving from a command administrative system to a social-market economy (a market economy with a social welfare safety net).
