ABSTRACT

Some two years after embarking on its program of 'radical' economic reform, Ukraine's economy continues to hang in the balance. Although there can be no doubt that Ukraine's reformers--under the leadership of President Leonid Kuchrna---have made significant progress, much remains to be done. And although recent successes at reform suggest hat Ukraine and its leaders have the wherewithal to effectively design and implement a reform agenda, it is not clear that in practice the country as a whole has the will to push ahead fast enough to gain the type of momentum that will allow them to meet their goals of becoming a modem, efficient economy based in part on private property and guided by market principles.
