Japans strengthened relationship with Asia after the crisis would enter into the ferment that was rearranging the Japanese paradigm from within. Back from my morning ride with Gantar, one of the first calls the author makes to Mari Pangestu, an economist and ethnic Chinese who heads the Center for Strategic and International Studies (CSIS) in Jakarta, a prestigious think tank. East Asian economies had been at the center of a huge surge in private-capital flows to developing economies, a trend endorsed by both the Bank and the International Monetary Fund (IMF). The Bank published most of the background study papers for the East Asian Miracle, then focused four consecutive annual development reports on East Asia-related topics transitional economies in 1996; the role of the state in 1997; the role of information in development in 1998; and, finally, China in 1999.
