ABSTRACT

By 1970, healthcare policy in the United States had reached its maturity. Medicare and Medicaid were passed in 1965; private insurance covered most of working America. But healthcare costs grew dramatically beginning in the mid-1960s, and portions of the population were left out of the system. Two of the major problems of the healthcare system are cost increases and access. We consider the problem of cost increases in the next chapter. This chapter focuses on the problem of access and the disadvantaged.
