ABSTRACT

As we saw in the previous chapter, the cost of healthcare and its continued growth underlie much of the other problems of the healthcare system. Increasing the percentage of the population with insurance, one part of the access issue discussed in chapter 6, is relatively easy. But all efforts to expand access, whether to insurance or to providers in underserved areas, is costly. If more people have access to the system, more people will use the system, and expenditures will rise even more.
