The same, of course, can be said about metropolitan governance in New Orleans. As will be seen below, any changes to the metropolitan governance system since Hurricane Katrina have been slow to occur and incremental in nature. First the argument will state that the lack of change, in large part, stems from long-standing political characteristics of the New Orleans political system.
