ABSTRACT
The end of the cold war changed the power balance in the world fundamentally. During the cold war, the military power of the United States and its allies was counterbalanced by the military might of the Soviet Union and its allies. That balance, accentuated by the civilization-threatening prospect of nuclear weapons, was the world’s most important military reality and created restraint and caution in the contemplation and actual use of military power.
