ABSTRACT

This chapter presents diasporas' contributions to economic development and knowledge transfer in support of homeland development. These potential contributions suggest policy strategies and options to which foreign aid can contribute programmatically and through policy frameworks. The chapter reviews these policies and their components, and explores how donors can contribute to these in ways that can maximize diaspora development contributions. Remittances are the focus of much attention and policy and remain more prominent in terms of data collection and research than other potential contributions do. In considering diaspora knowledge transfer, it is necessary first to consider just what can be mobilized and how these knowledge resources are created. Donors can facilitate diaspora contributions through policy and program support within each of the policy strategies such as migration management, remittance capture, diaspora networking, diaspora integration and democracy and development. The chapter also discusses aid policy implications, programmatic options with respect to policy strategies.
