ABSTRACT
The Obama administration, eager to improve government’s performance, has the challenge of identifying what is worth retaining and what is not of the procedures established by the Bush administration-ideally throwing out the bathwater but keeping the baby. The Obama administration also has an opportunity to redeploy the assets it inherited and draw lessons from recent experience about what will be most effective in achieving presidential policy priorities.
