ABSTRACT

Thefour-monthcease-firenegotiatedbyformerU.S.presidentJimmyCarterendedmost,butnotall,ofthefightinginBosnia-Herzegovina,and providedanopportunityfortheUnitedStatestoattempttocoordinatediplomaticandmilitaryresourcesinanefforttoreachamorelastingnegotiatedsettlement.Thediplomaticdimensionsofthiseffortrequiredthe UnitedStatestonegotiatedirectlywiththeBosnianSerbsandtoaccommodate,atleastpartially,theirinterests---anapproacheventuallysupplanted bydirecttalkswithMilo~evic.ItalsorequiredtheUnitedStatestopressure theBosnianMuslimstoagreetoasettlementthatentailedadefacto,and perhapspermanent,partitionofthecountry--somethingtheyhadadamantlyopposedfromtheverybeginningofinternationalnegotiations.
