So you want to lead with integrity-who doesn’t? Building an organization of integrity requires leading with integrity. But what does it mean to lead with integrity? How is it done? LeRoy F. Harlow (1914-1995), who served as the city manager of five communities in three different states, “walked the talk” with this integrity philosophy-do not fear others or losing your job, just do the right thing . . . and do not do favors. Armed with a B.S. in industrial engineering from Iowa State University and an M.S. in public administration from the University of Minnesota, Harlow moved west to become the first city manager of Sweet Home, Oregon (pop. 3,300), a war-boom logging and lumbering town that had the local FBI reputation as the “toughest town in Oregon” (Harlow 1977, 2).
