ABSTRACT
Thailand undoubtedly would have been second choice. It was a large rice exporter but lacked other natural resources. It had squandered its teak stands, but it too had untapped land resources. Its politics were less clear, and the future of representative government dubious, even though the absolute monarchy had been overthrown in 1932.
