ABSTRACT
THE STORY of the Socialist Republic of Vietnam (and its predecessor, the Democratic Republic) is that of a war-ravaged and impoverished Leninist state that originally sought development on the Soviet model, eventually recognized its deficiency, and faced an administrative crisis as it moved from a planned to a market economy.
