ABSTRACT
William Vickrey was a particularly important contributor to what is currently the most significant focus for innovative work by economists: full employment. Growth of employment has become the highest priority for national and international economic and social policy; it will contribute more to increasing personal and national economic security, to reducing waste, increasing efficiency, improving equity, reducing poverty, and strengthening social integration than any other economic or social achievement. Yet, in most countries, unemployment and underemployment are disastrously high.
