Governmentmovestomorecloselycontrolinformationbeganin1936withthe establishmentoftheCabinetInformationCommittee(upgradedin1937toaDivision andin1940toaBureau[i.e.,theCIB]).2ItsfirstperiodicalappearedinNovember1936, bearingthegenerictitle,WeeklyReport(Shuhi5).Theforewordofthefirstissuestated thatthepurposeofpublishingthejournalwas"toensurethatthecontentandpurport ofthepoliciesinauguratedbytheGovernmentarewidelydisseminatedtothegeneral citizenryandcorrectlyunderstoodbythem."InFebruary1938,WeeklyReportwas joinedbyasecondCIB-issuednewsperiodical,PhotographicWeeklyReport(PWR, Shashinshuhi5).WeeklyReportwasalltextandnoillustration,whilePhotographic WeeklyReportwasmainlypictureswithaminimumamountoftext.
