ABSTRACT
This chapter and the next focus on two closely related aspects of public management: (1) how public policy shapes the strategies and tasks of public managers and (2) innovations in the ways that these public services are delivered and public feedback is received. Forces driving the changes that are occurring in these two core components of government are economics, market-driven structural trends, and a shift in the social framework within which public managers must function.
