The next stage of the revolution was to legitimize the countercoup, and the Front took great pains to frame the events of May 14th and 15th as an illegal attempt by Mutalibov to circumvent the constitution of the country. The Front had merely restored constitutional order by turning back the clock to two-thirty on the afternoon of May 14th. There had been only 229 deputies in parliament at the time of the Mutalibov 'restoration.·' That was not enough for a quorum; ergo, everything that had happened in parliament on May 14 was null and void.
