ABSTRACT

The summer and autumn of 1992 were the halcyon days of Abulfez Elchibey and his Popular Front-based regime. Baku and the rest of the country continued to glow with pride in achieving independence from the USSR. Lest there be any doubt about future intentions of involvement with the Moscow-centric world, in early October, parliament voted to formally reject inclusion in Russia's slap-dash alternative to the USSR, the Commonwealth ofIndependent States.
