Pork barrel politics and petty corruption have been with us since the first municipal council held by primordial man, and they were not new to Azerbaijan. But the change of regime from Mutalibov's neocommunists to Elchibey's protonationalists also seemed to mean that 'competent corruption' was exchanged for 'incompetent graft.'
