ABSTRACT

With rebels marching on the capital, his army deserting him, and the Armenians taking advantage of all, President Abulfez Elchibey was faced with an extreme situation that called for extreme measures. Accordingly, he called on a man of great experience and wisdom and asked him to end his years of self-exile and return to the capital to mediate an end to the crisis. In other words, he called on Heydar Aliyev. It was like inviting a crocodile into the goat-pen.
