ABSTRACT

I think it well to get Mr. Smith, or some competent authority, to make a digest of the various requirements for voting in the various Southern States and put it in pamphlet form for large circulation among the colored people throughout the South. I fmd that in many cases the people do not vote simply because they are careless or ignorant of the law. For example, as the law now stands in Alabama, a very large number of colored people could vote if they were aware of the fact that they must pay their poll tax between now and February 1st. Unless some individual however, takes it upon himself to keep the poll tax matter constantly before them between now and February, comparatively few of them will pay this tax. It seems to me that our committee might have for one of its objects the keeping of such matters constantly before the people.
