Key messages • Flood and drought risk can be expressed in hazard and vulnerability. Hazard is the source
of potential damage or harm, which in the case of floods and droughts is directly related to rainfall extremes. Vulnerability is the extent to which a natural or social system is susceptible to sustaining damage. The risk of floods and droughts can be reduced by increasing the resilience of the communities to cope with floods and droughts.
