ABSTRACT

This chapter is about the empirical study of KIV framework, including 14 indepth analyses of policy-making cases from the historical development of the 863 Program. These selected case studies are intended to identify the determinants that affect the decision-making of the scientists and officials as well as to validate a number of hypotheses presented in Chapter 3. The study employs “congruence procedure” approach to study if the relationship between the independent variables (knowledge / values / institution) and the dependent variable (scientists’ influence on decision-making) in different situations agrees with the corresponding hypotheses.
