ABSTRACT

This chapter builds on the literature review of Chapter 1. It analyzes the determinative factors behind scientists’ decision-making influence discovered by theorists, and attempts to establish an analytical framework consisting of core variables including knowledge, institution, and value (KIV framework). Based on that, some hypotheses that are yet to be tested through empirical research are proposed to examine the behavior of different participants in public decision-making concerning S&T and to explain the differences between scientists in their influence on S&T-related decision-making.
