This chapter starts from the basic institutional structure of China. Based on the extended explanation of the state model in institution change theory, it analyzes the internal connection between the utility function of the state and the path of economic growth of China. Furthermore, it unveils the process of the formation of state-owned financial institutions in China and meanwhile briefly describes the path of evolution of state-owned financial institutions before and after the reform.
