ABSTRACT
The Government Work Report of the Fifth Meeting of the Tenth National People's Congress held on 5 March 2007 implemented the scientific view of development in an all-inclusive way and repeatedly emphasized the need to achieve sound and fast economic development. "More, Faster, Better and More Economical" was the concise and representative summarization of the general line of socialist construction that the Party put forward in 1958. Through three years' recovery of the national economy after the founding of new China, massive industrialization and socialist transformation of the agriculture, handicraft and capitalist industries and commerce started in 1953. The "Great Leap Forward" focusing on "Faster" in 1958 made the GDP growth rate increase to a peak of 21.3" at a stroke. Since the reform and opening up, great changes have taken place in China's economic life, which constitute the basic conditions for advancing to the new historical starting point of "sound and fast development".
