ABSTRACT

In the morning and afternoon of 22 July 2011, the day was calm and relaxed in Oslo, Norway. At 17:17, the terrorist who placed the bomb in Oslo arrived at Utoya by ferry from the mainland. The emergency call from the island received by the North Buskerud Police District (NBPD)'s operations centre came at 17:25. In the course of the next 21 minutes, between 17:21 and 17:42, the terrorist murdered 42 people, on average two per minute. The Delta staff officer acted immediately and at 17:30 all available Delta units in central Oslo had been notified to prepare for transport. At 17:52, the police unit (P30) from the NBPD arrived at Utoya mainland quay. At 17:55, the P30 officers reported to the NBPD operations centre that they feared being shot at and that they were hiding behind a container on Utoya mainland quay. The terrorist was arrested at 18:34.
